Taming the snowball

It may be difficult or impossible to halt the flow of the course to wait for the student to catch up, and so the availability of reattempts turns into a snowball : The student is still trying to demonstrate skill on earlier topics while new ones are coming into the queue. How can we as instructors help mitigate the snowball effect?
