Yes, there can be a lot of flexibility in this model. If we want to find a rule that “lives” for exactly 50 steps, we define “best” to be the one that minimizes a “loss function” equal to the distance from 50 of the number of steps a rule actually “lives”. But one can’t have a truly “model-less model”.
